The Cold Spring Harbor Flotilla was chartered as Flotilla 03 in 1970 along with Division 22 Eaton's Neck. Charles Matthews is the flotilla's only active Charter Member. Division 22 supports the Coast Guard Station at Eaton's Neck. Division 22 was formed from Division 19 whose existence can be traced to 1939.
